This page records the remaining document/problem streams from the current Document Matrix so they are not lost. Priority 2 covers structural solution gaps. Priority 3 covers implementation and harmonisation where a legal pathway exists. Priority 4 covers document-usability infrastructure such as apostille/legalisation, translation, recognition of legal effect and deadlines.

Group A status, 22 September 2026: all five working pages contain a solution brief, existing-law/source routes, structural gap, stress-test, Draft 1 and the concrete outcome the person should receive. Item-level priority may later override the group classification where an existing route is already sufficient.
P2-A1 — Belarus/BSSR birth certificate
Covers old BSSR/current Belarus birth certificates, repeat/archive route, nationality force-majeure birth/filiation diligence, art.28 reuse and the fresh-document trap.
P2-A2 — Spanish birth / child born in Spain
Separates Spanish birth/filiation, nationality-at-birth analysis, Belarus citizenship evidence, Spanish residence documentation and later travel/return.
P2-A3 — Determination of Belarusian citizenship
Uses the formal Belarus citizenship-belonging certificate for the nationality function while keeping passport, return certificate, Spanish residence and travel documents separate.
