Draft vehicle solution in brief
Vehicle cases must be split by the exact Belarus action: state registration, deregistration, change of registration data, sale/donation/other alienation, or another transaction. Current project research establishes a hard representation rule for key actions. For a Belarusian citizen, state registration and deregistration are Annex 1 No.278 procedures; representation therefore uses the special personal-filing / Belarus-executed POA structure. Alienation of a registrable vehicle is separately covered by No.278 item 2.1 with the same practical representation barrier. A Spanish notarised/apostilled POA does not become Belarus-executed merely through authentication. The solution is therefore exact vehicle action → No.278 classification → existing Belarus-executed POA or personal route → if neither is realistically available, formal source-side representation impossibility and a decision on what practical/legal alternative remains.
