Draft driving-licence solution in brief

Do not send a person back into the Belarus replacement/document chain before checking the Spanish DGT route. The current DGT countries-with-agreement list does not include Belarus, so there is no ordinary Belarus→Spain canje. A third-country licence is ordinarily usable only within the applicable initial period after acquisition of normal residence; after that, an ordinary non-professional holder from a no-agreement country generally needs to obtain a Spanish licence rather than “renew the Belarus licence for canje”. DGT has a separate narrow professional-driver route for countries without an agreement, with its own employment and test conditions. Belarus replacement/confirmation matters only if the exact Spanish branch actually needs it. The practical solution is therefore Spanish branch first → canje agreement? no → ordinary Spanish relicensing or professional-driver exception → Belarus source work only if the selected branch genuinely requires source confirmation.

Primary project record: Belarus driving licence exchange/replacement — access/representation

1. Spanish receiving side first

Current project verification records:

• Belarus is not on the DGT ordinary canje-agreement list;
• a third-country licence is ordinarily valid for a limited period after acquisition of normal residence;
• after that, a non-professional driver from a no-agreement country follows the Spanish licensing route rather than an ordinary exchange;
• DGT has a narrow professional-driver exchange route for countries without an agreement.

Therefore the first legal question is not “how do I replace the Belarus licence?” but:

what DGT route applies to this person now?

2. Ordinary non-professional branch

For an ordinary non-professional holder:

1. establish date of normal residence in Spain;
2. establish whether the foreign licence was valid when relevant;
3. identify the current DGT rule;
4. if the no-agreement validity period has expired, route to Spanish licensing requirements.

A new Belarus licence should not be demanded merely to create a canje route that does not exist.
