Draft electronic-access-evidence solution in brief
The Belarus electronic-appeal system is best treated as an evidence-generation and inquiry channel, not a universal document-application portal. Under the current Resolution No.635 framework verified in the project, electronic submissions can generate a trace: identity/authentication, submission, unique number, registration, status, reply/notification and withdrawal history. That trace can be extremely useful in Spain to prove what the person asked, when, to whom, what answer was received or whether access failed. But an electronic appeal under the general appeal system does not automatically count as a valid ZAGS, education, apostille, citizenship, criminal-record or other sector-specific application. The practical solution is therefore use the electronic channel to clarify and document access → preserve the complete trace → separately verify whether the actual sector procedure was validly filed → use the trace as evidence of diligence/objective impossibility in Spain where relevant.
