Draft remote-notarial solution in brief
Belarus has a closed remote-notarial route, not a general “online notary”. Under the current Instruction No.63 / Article 54 architecture verified in the project, certain notarial actions can be performed remotely — including specified inheritance outputs, executor authority, funeral/estate-expense orders, spouses' property-share certificates, certification of translation, deposits, executive inscriptions and related succession/name-change findings, storage of electronic documents, preservation of Internet evidence and duplicates of notarial documents. Ordinary certification of a power of attorney is not in this remote list. Therefore the remote route can solve genuine notarial needs inside the list, but it cannot be presented as a workaround for Annex 1 No.278 procedures requiring a Belarus-executed POA. The practical solution is exact notarial act → remote-list test → remote filing route if listed → ordinary in-person/other route if not listed.
