Draft architecture solution in brief

Arquitectura has two distinct documentary layers. First comes RD 889/2022 homologación of the Belarus qualification using the title/transcript/authentication/translation chain. Then comes territorial colegiación. For Madrid, the current COAM checklist reviewed by the project asks a third-country architect for a report from the origin professional organisation concerning disciplinary history, or a sworn declaration if the person has never been registered, plus professional-liability information. The unresolved Belarus problem therefore exists only for a person who was actually registered/practising and must obtain that current professional-history evidence. The solution is homologación → identify prior professional-registration history → use the COAM declaration branch if never registered → if registered, map the exact Belarus issuer/access route and create an alternative-evidence protocol only if that source is objectively unavailable.

1. Academic homologación

Arquitecto/a is a regulated profession under the current RD 889/2022 / Valida-TE framework.

Core academic evidence:

• identity/nationality;
• title or proof of issuance;
• detailed academic certificate;
• authentication/apostille;
• official translation;
• language evidence;
• any applicable proof of entitlement to practise in the issuing country.

2. Colegiación is a later layer

COAM's current third-country qualification branch reviewed by the project adds professional-college evidence beyond homologación.

The relevant item is function-specific:

• report from the origin professional organisation stating disciplinary history; or
• sworn declaration where the applicant has never been registered with such an organisation.
