Draft regulated-teaching solution in brief

There is no single “teacher recognition” file. Spain must first identify which teaching profession and which employment layer: Maestro/a, secondary/FP/language teaching, private employment or public selection. RD 889/2022 homologación of the foreign academic qualification is one stage; for secondary teaching, the habilitating teacher-training layer is separate; language conditions can be profession/autonomous-community specific; public teaching selection can later add public-employment requirements such as criminal/sexual-offence or inhabilitación checks. The Belarus diploma/transcript chain therefore belongs to the academic stage, while later current-fact evidence belongs to the exact public/employer procedure. The solution is a stage-specific teaching dossier, not a generic Belarus education/criminal-record package.
