Draft medicine solution in brief

Medicine must be handled as a chain of separate legal stages: Belarus academic evidence → Spanish homologación as Médico/a → specialist-recognition/MIR layer where relevant → territorial colegiación → employment/immigration classification. A document required at one stage must not be imported into another. The academic route is already clear: title or proof of issuance + detailed transcript + authentication/translation + profession-specific requirements. The remaining Belarus-specific problem sits later: current Madrid ICOMEM practice asks a third-country doctor for current professional-standing/non-disqualification evidence, while the project has not verified a Belarus public individual service/form that certifies the same legal fact. Belarus organisational medical accreditation and historical qualification-category/attestation are not substitutes. The proposed solution is therefore stage classification + exact-fact definition + Belarus-source verification + a college-level alternative-evidence protocol if no equivalent foreign document exists.

Primary project record: C40 — Belarusian medical degree -> homologación / medical practice in Spain

1. Stage 1 — base medical homologación

Médico/a is a regulated profession under the current RD 889/2022 / Valida-TE framework.

Core third-country academic evidence:

• identity/nationality;
• title or official proof of issuance;
• detailed academic certificate;
• authentication/apostille;
• official Spanish translation;
• language evidence;
• where applicable, proof of entitlement to practise in the issuing country.

Use P2-B1/B2 for missing diploma/transcript issues.

2. Stage 2 — specialist recognition / MIR

Base homologación as doctor is not the same as recognition of a medical speciality or access to a specialist-training route.

Do not state that homologación of the Belarus medical degree automatically recognises a Belarus speciality.

3. Stage 3 — colegiación

Madrid ICOMEM's current third-country-doctor branch, as recorded in the project receiving-side research, includes a separate current professional-standing/non-disqualification document, with its own freshness requirement.
