Draft diploma solution in brief
Spain should distinguish proof that the degree was awarded from the separate detailed academic record. Under RD 889/2022 art.13.1(c), the title itself is not the only possible proof: an official certification proving issuance can satisfy the title-existence branch if it is sufficient, authenticated and translated. It does not replace the art.13.1(d) transcript requirement. On the Belarus side, a duplicate education document/supplement route exists, representation for procedure 6.1.1 falls within the Decree No.278 Annex 1 special Belarus-executed-power rule, and surviving issuer/archive records may prove issuance where the original diploma is unavailable. The solution is therefore title or official issuance certification → separate transcript check → authentication/translation → Spanish verification, not “no original diploma = no possible homologación”.

RD 889/2022 art.13 separates two evidentiary functions:
The title-existence branch is therefore not limited to possession of the physical original diploma.
Art.14 provides the correction/completion framework: ordinarily 10 working days and, on a justified request demonstrating difficulty obtaining documents, an exceptional extension up to a maximum of 35 working days.
