Draft death-document solution in brief
First identify the exact death evidence and the receiving purpose — inheritance, pension, bank, Registro Civil, family/residence consequence or another procedure. The Belarus source route and the authentication route are separate. Current Belarus mission guidance preserves a special treatment for repeated death certificates/death-record information compared with ordinary repeat civil-status certificates. Separately, Decree No.249 of 22 July 2026 creates a narrow exception to Decree No.278's special filing / Belarus-executed-power requirement for the listed death documents when using the specified apostille/legalisation procedures. It does not abolish apostille/legalisation itself and does not create a universal remote/consular route. The practical solution is therefore: exact death fact → source document → correct representation/access route → correct authentication → translation → purpose-specific Spanish use, with No.249 used only at the layer it actually changes.

Current official Belarus mission guidance states that foreign missions are no longer generally authorised to retrieve ordinary repeat civil-status certificates, except for repeated death certificates; it likewise preserves a death-record-information exception in the relevant guidance.
