Draft citizenship-determination solution in brief

The correct question is not “Does the person have a valid Belarus passport?” but “Which legal fact does Spain need: nationality, identity, a travel document, or residence documentation?” Belarus has a separate formal citizenship-belonging procedure that can result in the certificate «справка об определении принадлежности к гражданству Республики Беларусь» / «даведка аб вызначэнні прыналежнасці да грамадзянства Рэспублікі Беларусь». That certificate can establish the result of the Belarus citizenship determination, but it is not a passport, return certificate, TIE or travel document. The proposed solution is therefore functional: use the Belarus citizenship-determination certificate when the Spanish procedure genuinely needs evidence of nationality; combine it with other identity evidence where the receiving rule permits; and, where Spain legally requires a passport/travel document/cédula, move to that separate documentation route instead of pretending the citizenship certificate substitutes for it.

It records the formal conclusion on belonging to Belarusian citizenship.

Keep it separate from:

• Belarus passport;
• Belarus return certificate;
• birth certificate;
• Spanish NIE/TIE;
• Spanish cédula de inscripción;
• Spanish travel document.

2. When the Belarus determination route matters

Use this branch where:

• the person has no usable passport;
• nationality evidence is missing or doubtful;
